The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to promote excellence, integrity, and accountability throughout the USDA. The OIG conducts audits and inspections in order to enhance effectiveness and efficiency and to prevent and detect waste, fraud, and mismanagement in USDA programs and operations.

This position is located within the Office of Audits - Eastern Region; which is responsible for assisting the Director in: (1) audit liaison with assigned USDA agencies; (2) provision of technical guidance to Audit regions in planning and performing major program audits; (3) follow up on corrective actions; and (4) development of annual and long-range audit plans. The incumbent of the position will serve as a Supervisory Auditor, providing expert-level knowledge and expertise and a wide variety of auditing functions and programs, performing supervisory functions and advising subordinate employees on the planning and conduct of audits, and serving as a leader within the unit.

The position is responsible for maintaining liaison with USDA agency management to plan and coordinate the conduct of exceptionally broad and complex program audits. In addition, this position is responsible for managing changes, leading staff, managing resources (time, staff, budget) and ensuring staff is able to achieve work in an efficient and effective manner. Duties include:

  • Leads teams in planning, conducting, and reporting on complex audits/evaluations of USDA programs, to include information technology systems, and designs the methodology, scope and approach of audit assignments.
  • Directs or participates in unusually complex and/or sensitive studies, the development of general or specific audit guides, the development or presentation of training programs, and/or other special assignments for OIG management.
  • Reviews the work of team members and ensures that the team’s work and final report are done in accordance with professional standards and agency policies.
  • Provides technical guidance and consultation to others on accounting and auditing issues as well as audit practices, processes, audit policies, and procedures.
  • Communicates OIG conclusions and recommendations to senior OIG officials and officials of other organizations.
  • Assist with the development and implementation of key organizational and program goals, and priorities.
  • Assist with management of resources, specifically: time, staff and budget.

BASIC REQUIREMENTS: In order to be considered for this position, you must meet the basic requirement described below:

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").


  1. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:
  2. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  3. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.

Minimum Qualification Requirements for the GS-14 Grade Level:

In addition to the basic requirements described above, the incumbent must have one year specialized experience equivalent to the GS-13 level in the Federal government that demonstrates that the applicant has the extensive knowledge of. **Specialized experience is defined as: Experience planning, conducting and reporting on complex audits, including information technology, in accordance with Generally Accepted Auditing Standards (GAAS), Generally Accepted Government Auditing Standards (GAGAS), and all other applicable guidance; gathering, analyzing, and summarizing data and audit results; writing draft and final audit reports; and identifying, evaluating and recommending changes.

Time-in-Grade Requirements:** Merit Promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements.
