Summary/General Description of Job:
Under the direction of the Campus Equipment Manager, the Mechanical Engineering Technician acts as the Subject Matter Expert (SME) for mechanical related issues. The Mechanical Engineer will provide technical support, reports, and oversight as needed. The Mechanical Engineer will monitor and control the usage of CFCs used on the Campus.
Essential Duties and Job Functions:
WCFC regulatory officer; tracking of WCFC usage, creating reports as needed, training, and all other tasks to ensure compliance with the EPA regulations and guidelines.
Provide mechanical SME support as needed. SME support includes, but not limited to; troubleshooting, root cause analysis, corrective action plan, and technical support.
Develops/reviews designs, plans and specifications for water and sewage (plumbing); , boilers, heating, ventilation, and air conditioning (HVAC); control, and alarm systems and other systems of major size and complexity for use in facilities such as multi-story office buildings, large steam plants, and similar structures.
Serves as consulting engineer on all mechanical related design aspects of assigned projects. Provides professional consultations on a wide range of unforeseen problems. Provides advice to requesting organizations. Consults with contractors, architect and engineer (A&E) firms and contracting officers to resolve problems, regulatory limitations, and to exchange information and expedite work.
Coordinates the preparation of and reviews A&E statements of work (SOW). Provides criteria and standards for specialized, difficult, or unusual project requirements. Reviews preliminary and final engineering plans, specifications, and cost estimates.
May be involved in construction contract source selection boards. May act as a technical expert for the Project Management on dispute claims resolution for contract work.
Coordinates projects with management and other departments. Applies knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed.
Keeps abreast of emerging technologies for programmed development. Uses computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work. Keeps current in relevant software applications.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Observes that federal, state, and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities.
Create mechanical (HVAC, plumbing, and fire protection facility systems) design packages for construction and modification packages for project change orders:
Perform energy analyses, operational studies, and technical investigations to identify and select the best mechanical systems for design projects;
Perform mechanical engineering calculations to size and specify mechanical system components;
Create design drawings;
Create, compile, and edit design specifications;
Gather equipment and system pricing information and create cost estimates.
Technically review and accept/reject construction contractor material submittals.
Perform technical and operational reviews of A/E design, study, and investigation services.
Provide technical assistance in contract negotiations.
Provide technical assistance to the WCFS mechanical shops.
Ability to work overtime as needed

Working with the Facility Manager and/or Operations Manager to outline work to be done, after which incumbent is expected to work independently.
Maryland State HVAC License (Active or Inactive).
Minimum of 10 years’ experience in the mechanical field.
CFC License or must obtain a CFC License within 90 days of employment.
CFC Course instructor or must obtain an Instructor accreditation within 6 months of employment.
Professional knowledge of a broad range of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture.
Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards.
Knowledge of standard contracting regulations, practices, and procedures including program planning, budgeting cycles, financial control, budget systems and management.
Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders including the ability to plan, conduct and record site/facility surveys and inspections.
Ability to research, analyze, interpret, apply rules, regulations and procedures to a variety of situations and to recommend timely and economical solutions.
Ability to plan and organize work and coordinate with other engineering disciplines and architects.
Ability to communicate effectively verbally and in writing and maintain good working relationships.
Ability to pass pre-hire background and drug screen.
Ability to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) level clearance.
Valid state driver’s license.
Ability to lift 50 pounds and team lift 75 pounds.
Engineer-In-Training (EIT) certification or a valid professional engineering license from one of the 50 states.
Membership in professional engineering organization.
Bachelor Degree in Engineering or related field
Microsoft Project experience
Active TS/SCI Clearance
