This Supervisory Public Affairs Specialist position is located in the Social Care Branch, External Communications Division, within the Office of Strategic Communications and Public Affairs (OSCPA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for the @AskTSA social media customer service functions within OSCPA. You will apply innovative customer support methods in order to plan, implement and manage customer service inquiries, including via social media. Typical assignments include but are not limited to:

  • Serving as the primary liaison between the @AskTSA program and the transportation industry. Communicating changes in policies and collaborating to improve the overall travel experience for the traveling public.
  • Collaborating with internal/external communications staff to integrate communication efforts for web and social media.
  • Advising and coordinating with OSCPA leadership while working on social media to keep them apprised of situations that require attention.
  • Providing recommendations to TSA senior leadership on how to improve social media customer engagement.
  • Identifying social media trends and making recommendations to avoid or mitigate potential social media problems.
  • Analyzing metrics on customer issues while creating reports reflecting analysis.
  • Serving as a technical monitor for the social media engagement platform contract; providing feedback on services and, as needed, communicating requirements and serving as a technical expert on social media programs for applicable TSA contracts.
  • Developing long and short term goals and strategies for the social media program, ensuring alignment of the overall OSCPA mission.
  • Directing and managing the work of approximately 9 employees. Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience equivalent to SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience is defined as:

  • Advising senior management or officials on all aspects of public affairs programs, strategies and establishing standards for social media activities.
  • Utilizing social media platforms (e.g. Twitter, Blogs,Facebook) to communicate information about a program's policies, initiatives or other relevant information.
  • Applying writing and editing principles in order to research, write and edit responses to various audiences. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

  • Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
  • Employee is subject to a rotational shift of 10 hour days, four days a week at the Transportation Security Operations Center.
  • Hours of operation are Monday through Friday from 8a.m. to 10p.m. ET and weekends and holidays from 9a.m. to 7p.m.
  • Position is emergency/essential/exempt. EMPLOYMENT INFORMATION:
