U.S. House of Representatives Program Manager, House Wellness Center in Washington, District Of Columbia
The Office of the Chief Administrative Officer (CAO) of the U.S. House of Representatives has an exciting opportunity for a qualified professional to serve as the Program Manager for the House Wellness Center. As an officer of the House, the CAO provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization is comprised of more than 650 technical, administrative and professional staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, customer services, child care, food and vending, procurement, logistics and administrative counsel.
The incumbent will serve as the first Program Manager of the House Wellness Center. This newly created role will be responsible for establishing and managing a centralized, easily accessible wellness center for the House community. The Wellness Center will offer a series of on-line and in-person events on a variety of topics, including nutrition, fitness, general health, and stress management. This important role will establish and implement the Wellness Center’s strategic plan, oversee the day-to-day operations of the organization, and coordinate service delivery with existing resources by partnering with an Advisory Committee of stakeholders across the House community. Additionally, the Program Manager will contribute to the design and lead the creation of a storefront office that will serve as the primary point of entry for House staff seeking services from the Center. The Program Manager will also identify best practices and tailor them to the specific needs of the House community. This may include, but not be limited to, the establishment of quiet rooms throughout the House campus and development and dissemination of marketing materials to build branded services for the Wellness Center.
In addition, the incumbent will follow House regulations and internal CAO procedures necessary for justifying budgets, appointing staff, and setting compensation of additional personnel required to carry out the functions of the Office.
Primary Duties/Responsibilities: 1.Develop a comprehensive wellness strategy and program, recruit, hire, and manage performance of staff, design branded marketing and related materials, and deliver all services, contracts, programming and training.
2.Identify existing resources partners and contracts with vendors to deliver effective, high-quality, easily accessible programs.
3.Serve as the primary Contracting Officer’s Representative (COR) and have overall responsibility for contract management and delivery.
4.Design dedicated wellness spaces across the House campus, including a centralized location to serve as the primary office for the Wellness Center
5.Promote collaboration with key partners by serving as a member of the House Wellness Advisory Committee and plan initiatives consistent with the organization’s strategic goals.
6.Develop and deploy a metrics program to track the effectiveness and satisfaction of the wellness efforts and use the data to prioritize programs and interventions that will deliver the greatest impact to employees.
7.Manage the communication process across the House to support the wellness programs. Work with CAO Communications and Marketing to create a robust communication plan.
8.Remain current on wellness/health promotion industry trends, products and best practices. Explore ideas and opportunities to personalize the program to increase employee participation.
9.Develop and maintain standard policies and procedures, and update as appropriate.
10.Other duties and special projects as assigned.
Minimum of a bachelor’s degree in a health and wellness related field with 5-7 years of relevant professional experience required. Master’s or advanced degree strongly preferred.
Proven experience in designing, developing, and leading an organizational wellness center for a large, complex organization.
Demonstrated perfect management skills with a proven ability to manage a program from its inception.
Detailed knowledge and ability to instruct on a number of wellness topics, including but not limited to stress management, workplace incentives, mindfulness, and meditation.
Knowledge and familiarity of the House Community preferred.
Experience in managing third-party will vendors.
Candidate must possess a minimum of 3-5 years supervisory experience.
Ability to multitask, prioritize and manage time effectively with a high level of attention to detail.
Understand the role and the importance of metrics and organizational change.
Ability to effectively lead, motivate, coach, and develop teammates in a fast-paced, high-energy, customer-centric environment.
Proficiency in Microsoft Office Suite and SharePoint preferred.
Ability to maintain confidential documents and information, and employee database.
Frequent visits to House Office Buildings are required. Incumbent must be able to meet minimum physical requirements including a moderate amount of walking across the house campus. Candidates must be able to successfully complete a criminal history records check, top-secret security or other applicable security clearance, and a pre-employment drug-test (pre-identified position only).
